Jackson Township Municipal Finance Support, 2013-present
Decision Point: A developer is proposing a project in unincorporated Sacramento County that will include 6,100 residential units and nearly two million square feet of commercial uses.
Assignment: New Economics was retained to provide a broad array of economic support services for the proposed project. To date, New Economics has peer-reviewed the County’s base fiscal analysis and is preparing an infrastructure financing plan that describes how major roads, utilities, and public facilities will be funded as the project builds out. New Economics is also preparing an urban services plan which identifies annual funding sources for the provision of public services, such as police and fire services and park maintenance, to eventual home owners. Future work is anticipated to include a 404(b)(1) analysis.
Outcome: The project proponent anticipates release of a public review draft Environmental
Impact Report (EIR) in mid-2018.
